Minutes of meeting held Monday 23 May 2011, Birdwood House 5.00pm
Present: Ed Vidler (chair), Geoffrey Townson (treasurer), Sue Holmes (secretary), Jim Carfrae, Rob Hopkins, Jill Tomalin, Robert Vint, Judy Westacott, Carole Whitty.
1. APOLOGIES: Dave Chapman.
WELCOME: To new trustee, Jim Carfrae (also new LGA chair).
2. MINUTES FROM MEETING HELD ON 21 MARCH Changes: Robert Vint attended. Minutes adopted (Note: meeting on 18 April cancelled)
3. MATTERS ARISING Item 8: JT raised pro forma queries with CW Item 8: Partnership/members/governance undertaken by CW Item 11: SH to attend Moorashes meeting with SHDC and local residents Item 12: EV made recommendations to TTT’s Business and Livelihoods Group. JT also attends meetings Item 12: very successful joint celebration between TDT and project teams held on 18 May. With thanks to EV and TDT for covering cost.
4. NEW TRUSTEE Unanimously agreed to invite Richard O’Connell to be trustee. Focus of TDT is project delivery, therefore need to increase capacity. SH agreed to ask Bob Tildesley, former bank manager, for background info.
5. FINANCE REVIEW GT i. Catherine Munro has separate bank account in her name for small items ii. VAT: repaid £1039, no fine, claimed £3200 from Leechwell contingency fund 3. £22k claimed from SIB iii. When received, Darnells will sign off accounts iv. Sufficient funds to continue THF project till end year. v. Assets insurance policy for Leechwell and Lamb: £742 pa with BTCV
6. TOTNES HEALTHY FUTURES REVIEW (SH) a. Promotional activities: (Note: EV to be point of contact for new website material) Video, upgraded website and Catherine’s newsletter all well received as part of TDT’s promotion of its delivered projects, and to raise further project funding and identify possible new sites. SH has also produced a one-page Garden Trail leaflet linking 3 new open space sites in town centre, which it is hoped will have economic benefits to Rotherfold and Narrows shops.
b. Lamb site: Licence arrangements and volunteer sessions working well. THF steering group came up with new ideas for encouraging referrals; Andrew Moore, practice manager, has left Leatside, Janet Richardson to contact new manager asap
c. New sites: (i) School Farm: Due to changed circumstances, School Farm asked to be released from their signed agreement with TDT. THF recommended that the contract be set aside, and trustees accepted the recommendation, with regret. (ii) Dartington Hall Trust: CW offered to contact Abundant Life Community Garden at School Farm re; possible joint working with TDT. RH to promote THF at Dartington’s Land Use Review. (iii) Castle Meadow: Town Council project officer not yet completed report. (iv) Follaton Farm: RV to investigate possible partnership in Management Plan.
7. LEECHWELL UPDATE (SH) SH stood down as chair of LGA at AGM 18 May. JC is new chair, Dave Mitchell is secretary, EV continues as treasurer, and have 4 new members.
LGA have been awarded £3,500 Sustainability Grant.
Reasons for decision not to sign licence until SHDC reached agreement with Heathway West Management Company circulated separately. Documents relating to the transfer of common land have now been sent to residents.
EV/SH to look at alternative ways to manage and maintain Leechwell Garden e.g. as a social enterprise and discuss with Richard Sheard, SHDC chief executive, 25 May.
Also noted the importance of other groups following LGA’s example – see 3. item 11.
JC to report on Leechwell Garden at future TDT meetings
8. POOL PROJECT (JT) Archaeological survey held up because of discovery of crested newts in pool.
Design Open Day at Birdwood Saturday 25 June. Alex Whish and Charlotte Rathbone will also be involved in the project.
When we have survey and design, we will have meetings with English Heritage.
9. ATMOS MEETING/UPDATE (RH) Meeting arranged between Dairy Crest, TDT, TTT and developer 20 June re Brunel Building. Need to feed into DPD master planning exercise. JT asked for special meeting for trustees on Atmos (agreed date with DC13 June pm: Richard Sheard or representative subsequently agreed to attend).
10. AOB a. Totnes in Bloom:
RV to find out restrictions re Station Road traffic island from Devon Highways. Kingsbridge in Bloom activities partly funded by sponsorship (local sponsorship to be looked at. EV). Not to be looked at piecemeal, could be linked with social enterprise – see 8. above – for improving and maintaining town as a whole. To be discussed next meeting
b. Leat: Ownership clarified, been put up for sale with Stags for £20k
