TOTNES DEVELOPMENT TRUST MINUTES

Meeting held 31 October 2011 in Birdwood House at 5.00pm

 

PRESENT: Ed Vidler (chair), Geoffrey Townson, Richard O’Connell, Jill Tomalin, Robert Vint, Judy Westacott, Carole Whitty, Sue Holmes.

1. APOLOGIES

2. MINUTES OF MEETING HELD ON 20 SEPTEMBER
Minutes accepted

3. MATTERS ARISING
3.5 Funding
Identifying potential funders to be kept on agenda.
Form sent to Cllr Black for capital works on Leechwell Pool.
Business case for NHS funding to be put to Board next week.
Raised £400 from Sculpture event and Quiz Night for Leechwell Garden. Have applied to Barclays Bank for £300 matched funding.
£1,800 received from Co-op for Lamb project; transfer from General Fund to project repaid.

3.7 Governance
Governance day to be arranged for early in New Year ACTION: CW

4. Academy of Urbanisation
Meeting in London on 11 Nov; Judy Westacott and Tony Whitty to attend.

4. FINANCE REVIEW (GT)
Monthly review accepted.
Now have unrestricted funding in line with Locality (DTA) recommendations.

5. LAMB REVIEW (EV/SH)
Professor Janet Richardson is preparing an Evaluation Report of first year’s results, to be submitted to funders including NHS, with copies to trustees. Key recommendation of initial results – need to locate new sites where potential users and consumers are already – is being followed.

Hospital Garden
EV/SH had meeting with Bob Alford of Totnes Caring re development of Hospital Garden for Phase 2 of project. Ownership of site is being established. Members of admin staff to attend course at Lamb on 14 Nov.

6. LEECHWELL REPORT (SH)
The Unveiling of Sculpture event a great success, which also marked the first anniversary of the opening of the Garden. Shed now installed, film is being edited, and some review of planting being undertaken. One old apple tree came down in bad weather.

No further information on opening of Heathway access or licence progress. Focus now moves to Pool Project, and role of new LGA members as a model for developing project skills within the community.

7. POOL PROJECT
Archaeologist now returned to UK. Waiting for him to be available for meeting. AW of SHDC has been taken off Leechwell project before drawing up design as promised for Nov 1. Will need funds for Charlotte Rathbone (landscape architect for Leechwell Garden) as replacement.

8. TOWN COUNCIL/CASTLE MEADOW (CW)
CW drawn up draft TDT template of projects to be completed by other trustees, to identify priorities and assist decisions by 17 Nov ACTION: ALL

Template has potential to aid coherence between community groups and TC, and to update Community Plan.

To be used to support recent TC/TDT partnership agreement. EV and CW had initial meeting with Cllrs Craddock and Gorman to identify potential collaboration areas, such as Castle Meadow.

Decision for risk assessment funding to go to TC Full Council

9. ROTHERFOLD (RV)
RV had meeting with Ross Kennerley, SHDC: 2 separate projects identified

1. square improvement (TDT involvement) and
2. traffic/road linked to High Street improvements (other groups).

Following last months’s agreement in principle by trustees for TDT to act as accountable body for the Rotherfold Square Improvement project, Ian Bright (as project manager) has called a public meeting to agree project objectives for 22 November. Given the large number of groups with a potential interest, the venue will need to be changed. ACTION: EV

TDT will need to establish with SHDC, as owners of site, how the project is to be managed effectively.

Public art funds
SHDC agreed that funding is for public art only, not design workshop.

SHDC to attach conditions to transfer of funds if appropriate, eg community consultation. SHDC has to meet ‘value for money’ requirement.

[NOTE: Neither the Lamb nor the Rotherfold are in the Southern Area]

10. ATMOS UPDATE (EV)
Potential new developer identified. Dairy Crest asking other groups to develop ideas to maximise value before sell by March 2012.

Trustees agreed to invite/co-opt Frances to replace RH ACTION:EV

a. EV suggested Ralph might like to help with preparation of future budget.

b. Early Music Society needs accountable body; may approach TDT in future.

c. Community TV Channel interested in Lamb and Leechwell videos.
